Start-up support for community-led housing

Locality and our national partners have secured funding from government to develop a Start-up support grant which will help all types of community-led housing projects to get going.

This will help groups and projects at an early stage, to help explore different approaches, undertake community consultation, become incorporated and identify a site if required. This will support groups to be ready to apply to Homes England for revenue funding through the Community Housing Fund.

This programme will open in February 2019.  

Community Housing Fund – Phase 1

The Homes England Community Housing Fund prospectus was launched on the 2nd July 2018.
It confirms the Government is making £163 million available across England through the Community Housing Fund (CHF) up until March 2020. This offers a significant opportunity for community organisations to grow and realise their aspirations to meet local housing needs.

Community Housing Fund – Greater London

The Mayor has secured London’s share of the Community Housing Fund and is delivering a programme for the capital. The programme outside London is being delivered by Homes England.

The Mayor published the Community Housing Fund prospectus in January 2019. The prospectus sets out the fund’s objectives, which are to:

  • increase housing supply in London by boosting the number of homes delivered by the community-led housing sector;
  • provide housing that is affordable at local income levels and remains so in perpetuity; and
  • deliver a legacy for the community-led housing sector in the form of an effective and self-sustaining body of expertise.

The programme is providing the following funding:

  • revenue grants to community-led groups to help cover the costs of project-specific activities that will support development of proposals for new housing schemes, pre-development costs, preparing for planning applications and post-planning costs.
  • capital funding for the delivery of new homes; and
  • development finance to support delivery of CLH schemes

Funding update: The Early Stage Support Programme

The Early Stage Support programme was designed, in partnership with the Nationwide Foundation and Locality, to provide the support required by new and existing community organisations at the start of their community-led housing (CLH) journey.

The programme ran from 2016 to 2018 and provided 21 groups with a firm foundation to progress their aspirations to create affordable homes that meet local community needs.

The programme has found that early stage professional advice, peer to peer learning and grant funding is essential in supporting new start-up groups and existing community organisations to progress CLH schemes.
